Nashville-based Aerial Recovery formalizes partnership with Peru's Ministry of Public Prosecutors

A Nashville-based humanitarian organization led by military veterans has signed an agreement with Peru's government to combat human trafficking, resulting in an arrest within 24 hours of the partnership being formalized.

Aerial Recovery signed a Memorandum of Understanding with Peru's Ministry of Public Prosecutors on May 12, 2025, allowing the organization to work directly with Peruvian federal prosecutors and law enforcement agencies. The following day, the organization's personnel assisted Peruvian National Police in arresting a suspected child predator in Lima.

The operation, dubbed "Operation the Monster of Comas," targeted an individual suspected of storing child sexual abuse material involving victims between ages 3-8. The arrest was made in Santa Cruz Collique, Comas, following alerts from the National Center for Missing and Exploited Children and Interpol.

"Within 24 hours of formalizing our agreement, we were able to coordinate with Peruvian authorities to take decisive action," said Britnie Turner, co-founder and CEO of Aerial Recovery.

Organization Background

Founded in 2018, Aerial Recovery is staffed by former U.S. Special Operations personnel, medical professionals, and crisis response specialists. The organization has deployed to more than 25 countries for disaster response and anti-trafficking operations.

The Peru agreement marks the organization's fourth formal partnership in Latin America, joining existing agreements in Argentina, Honduras, and Mexico. Aerial Recovery also operates programs in Brazil, Uruguay, Chile, Ecuador, Venezuela, Colombia, Guatemala, Dominican Republic, Spain, and Costa Rica.

Peru Trafficking Context

According to the U.S. State Department, Peru serves as a source, transit, and destination country for human trafficking. Rural-to-urban migration, poverty, and limited economic opportunities contribute to vulnerabilities that traffickers exploit.

The MOU was signed on the 44th anniversary of Peru's Ministry of Public Prosecutors. Dr. Gaston Remy Llacsa, General Manager for International Agreements at Peru's Attorney General Office, formalized the agreement with Turner.

Partnership Details

Under the agreement, Aerial Recovery will:

  • Work with federal prosecutors and law enforcement to identify trafficking networks
  • Develop training programs for Peruvian officials on victim identification and rescue operations
  • Support survivor aftercare services
  • Share intelligence and best practices
  • Deploy specialized teams to assist with investigations when requested

The organization employs what it describes as a comprehensive approach including prevention, intervention, and aftercare services.

Recent Operation

In the May 13 operation, Aerial Recovery personnel embedded with the Peruvian National Police Cybercrimes Unit and prosecutors. The suspect was detained without incident by Peru's National Police Special Response Team.

No children were found at the residence, but authorities continue investigating to identify potential victims depicted in recovered materials. Turner said the organization remains involved in following leads related to the case.

The partnership represents Peru's effort to address trafficking challenges through international collaboration and specialized expertise in anti-trafficking operations.
